About this list
Public bodies on this page are buying data platforms and adoption, and none of the documented public-sector work is an AI model in production. Ultra Tendency built SPACE, the European Central Bank's statistical production platform, taking submissions from every eurozone national central bank and carrying more than a thousand data scientists and statisticians, ninety-six business processes migrated with T-Systems; at Vattenfall it ran a zero-downtime Kafka migration and trained the client's teams to operate it. KVL built Hoogheemraadschap Rijnland's Azure data platform with a mixed internal taskforce and its own flexible staffing, and has recruited and trained junior data professionals for PGGM's BI cluster since 2018. Transparity's Knowledge Bank on low-carbon road materials, co-commissioned by Amey and North Lanarkshire Council for the ADEPT Live Labs 2 program, has 6,700 users since its October 2025 launch, with AI described as groundwork and chatbots planned; its Aston University work is a Copilot deployment with governance planning. In The Pocket's closest engagement is EORTC, a research organization, where three protocol tools were handed into the client's environment as a validated pilot.
For a public buyer, embedded staff have to leave the result behind, because the next procurement may not bring them back. The sorting question is what the in-house team was running the day the vendor left: Vattenfall's teams were trained to operate the cluster, Rijnland's taskforce was mixed from the start, EORTC took the tools in-house. Ask each candidate for that handover story, and separately whether the AI part exists yet.

Expert Insight
Why Public Sector experience matters
Procurement fluency—Tender rules, framework agreements, and evaluation criteria shape what can be bought and how. Specialists write compliant bids and structure engagements to fit thresholds; agencies new to public buying lose months learning the process on your calendar
AI Act depth where it bites hardest—Many public-sector uses sit in the EU AI Act's high-risk tier, with risk-management, logging, human-oversight, and registration duties. Specialists deliver the documentation as a work product, not a promise
Explainability as an acceptance criterion—Automated decisions touching citizens must be explainable to the citizen, the caseworker, and eventually an auditor. Specialists design plain-language explanation into the system; retrofitting it after a complaint is the expensive version
Accountability-grade delivery—Public projects end up in audit reports. Specialists document decisions, data sources, and model changes to the standard an oversight body applies, and they design human handoff into every citizen-facing flow rather than treating it as a failure state
