It is a multi-year change in how an organization decides what to build, governs what it runs and staffs what it keeps: use-case portfolios, centers of excellence, platforms that make the tenth model cheaper than the first, and training for the people who will own the results. The market uses the phrase loosely, so the chip here is strict: every agency documents a program of that shape on its own site or in a published case study, never a strategy deck alone.
The documented programs show the range. Merantix Momentum has run the AI innovation and governance process for the City of Hamburg's InnoTecHH fund since 2022, with 120+ use cases evaluated in 2023, 19 in development and 8 scaled, and stood up an AI Center of Excellence at ams OSRAM within three months, with 30+ use cases validated and 900+ staff trained. Buy a program on its governance, not its ambition. Ask how use cases are selected and killed, who owns the platform after the consultancy leaves, what the training program covers and how many people completed it, and what the published case study measures beyond activity. Why the engagement model matters
A program is judged by what it institutionalizes: a use-case pipeline, a platform, trained people and a governance process that outlives the consultancy.
The EU AI Act turns governance from a slide into an obligation: inventories, risk classification and documentation are program deliverables, and the agencies here have published work that carries them.
Platform economics decide whether the second year is cheaper than the first: ask what the documented programs did to the cost of the next use case, not the first.

A large integrator fits when the program spans many business units and has to clear formal governance across all of them; a specialist fits when the program is anchored on one platform or one domain and you want the people in the case studies doing the work.
