About this list
Mid-market public bodies—a municipal utility, a housing company, a council, a national agency—buy AI from the firms already running their platforms, and the documented work here shows how little of it is a model yet. Contiamo's Stadtwerke Bonn chatbot on GPT-4o has run for over a year, after a churn model that reached a 25% hit rate, and its company-specific chatbots are rolled out across the Gewobag housing group; both rest on client quotes, since the case-study link on record returns an access error. Nebuli's UK Sports Institute engagement is the one documented end to end: private cloud, document preprocessing across departments, a private vector database and a smart-search API, built so nontechnical staff could query internal data. Spanish Point's Patient Access Management System at Ireland's National Treatment Purchase Fund has handled 160,000 patients across 58 hospitals in five years, and Storm Technology lists Limerick City & County Council and The Labour Court, but both are Microsoft platform delivery rather than AI. Grepton names insurers and hospitals and publishes one AI system, a Teams agent for ANDA Present Group that respects existing permission groups.
Sort on where the data lives and who answers for the output. A public body's documents rarely leave its perimeter, so ask whether the deployment ran on private infrastructure, as Nebuli's did, or on a vendor's public model, and who reviews an answer before a resident or a patient sees it. Then separate platform modernization from AI: Spanish Point and Storm carry live public-sector volume on Dynamics, Power Platform and Azure, which is the right purchase for a body whose systems are the problem, and the wrong one for a body that already has them and wants a model. The curator notes that Contiamo publishes no architecture or evaluation behind its quotes, that Storm's one AI write-up describes a sister company's own service desk, and that none of the firms here publishes a rate, so ask for day rates by role before scoping.

Expert Insight
Why Public Sector experience matters
Procurement fluency—Tender rules, framework agreements, and evaluation criteria shape what can be bought and how. Specialists write compliant bids and structure engagements to fit thresholds; agencies new to public buying lose months learning the process on your calendar
AI Act depth where it bites hardest—Many public-sector uses sit in the EU AI Act's high-risk tier, with risk-management, logging, human-oversight, and registration duties. Specialists deliver the documentation as a work product, not a promise
Explainability as an acceptance criterion—Automated decisions touching citizens must be explainable to the citizen, the caseworker, and eventually an auditor. Specialists design plain-language explanation into the system; retrofitting it after a complaint is the expensive version
Accountability-grade delivery—Public projects end up in audit reports. Specialists document decisions, data sources, and model changes to the standard an oversight body applies, and they design human handoff into every citizen-facing flow rather than treating it as a failure state
Frequently asked questions
5 agencies in our directory combine verified mid-market client evidence with documented Public Sector work. The current top-ranked are Storm Technology, Nebuli, Spanish Point Technologies — ordered by depth of documented client evidence, then our editorial scoring (portfolio quality, credibility, completeness); placement is never paid.
Each listed agency has at least two documented, named mid-market clients — published case studies or engagement descriptions our research actually read, with source URLs stored per client. Logo walls without published evidence carry no weight, which is what separates this list from self-declared directories.
