## About this market
Lisbon's AI consulting bench is older than the city's startup reputation suggests, and it divides cleanly by decade. BI4ALL has been trading since 2004 and runs around 400 staff through Centers of Excellence for banking, insurance, pharmaceuticals and energy; Closer Consulting started in 2006, employs more than 350 people and publishes financial-services work that includes anomaly detection for commission leakage and a dynamic pricing rollout credited with roughly €230,000 saved over five years. Both are group-owned now—Closer sits inside Smart4Engineering, BI4ALL joined Spain's Plexus Tech in 2025—which is worth knowing before you assume you are hiring an independent. DareData is the 2019 generation: more than 130 specialists, its own GenOS platform, and named delivery for NOS, Heineken, Euronext and the cable manufacturer COFICAB. Altar.io consults from the product side, BySix advises on the agent systems it builds, and Enlightenment.ai sells the one model on this page you cannot buy from the others: a fractional chief data officer on a published monthly tier, from a practice carrying Carlsberg and Banco BPI and certifications from Portugal's National Innovation Agency and Ministry of Defence.

The split to hold in mind is scale against proximity. The two large consultancies bring partner networks, certifications and a bench that can absorb a multi-year program; the smaller firms put the people who scoped the work on the delivery. Ask any of them which of their own staff would actually be in your room, because at 350 and 400 people that answer is not obvious from the pitch.
